P E Systems, on finding the right teaming partner at the start of capture.

Two small business set-aside bids at one hard-to-break-into office, and the answer that sits on one page.

The challenge

We were a subcontractor to a company that submitted two prime SeaPort small business set-aside bids for software development work out of Naval Surface Warfare Center Philadelphia Division.

NSWC Philadelphia Division is historically a difficult office to break into. We recently found out that both contracts were awarded to the same small business.

“Both contracts went to the same small business. If I had had intelligent.win when we started capture, that company would have been sitting in the top five of the Vendor Roster for that office on day one, and we would have been talking to them about teaming instead of finding out who won.”
Mike SchmidtDirector of Software ProjectsP E Systems

The approach

If I had had access to intelligent.win when we were beginning the capture process for these two opportunities, I would have gone to Customers on the site and searched on NSWC Philadelphia Division.

Right at the top of that page is the Vendor Roster, showing the most successful vendors at NSWC Philadelphia Division by contract obligations.

The value

The company that won both contracts is a small business listed in the top 10 at that office, alongside large companies. If you filter the roster by small business, it is in the top 5.

That is the answer we needed before we picked a prime, and it is on one page.

The business impact

In hindsight, I would have used intelligent.win to investigate the top small businesses at NSWC Philadelphia Division as potential partners. The company that won both awards was already visible as one of the strongest small businesses at that office. Knowing that at the start of capture changes who you team with.

“I wish I'd had this site years ago! The amount of data it provides and then organizes into useful, actionable information is amazing. It's a key component of my intelligence toolset.”
