We got tired of reconciling four tools.

Intelligent Win is a competitive intelligence platform for federal capture teams. It exists because the answers were always technically available — sitting in public federal records — and never actually assembled. So we assembled them.

Why We Exist

Built by capture practitioners, not around them.

Intelligent Win was built by Kinetic Wins, which has spent more than two decades leading federal capture. The work was always the same shape. Pull a competitor’s award history from one place. Chase the buying office’s spending in another. Reconstruct a contract’s modification history by hand. Re-key the same UEI into a fourth tool to connect any of it to anything else. Most of a capture week went into assembling the picture. Not much of it went into deciding what to do about the picture.

And that isn’t one firm’s view of one agency. Two decades of supporting capture across every government agency means working inside other people’s capture shops — including their specialized internal teams who understand the customer’s buying behavior better than any outsider ever will. Every one of them worked a little differently. Every one of them knew something the other didn’t. What this product knows, it largely learned from them.

So the platform is built around the assembly, not the search. Companies, buying offices, and contracts are already connected to each other, already reconciled against the government’s own records, and already labeled with how strong the evidence behind them actually is. That’s the part that used to take days.

That’s the whole origin story. There isn’t a better one. It was designed from inside the discipline it serves, by people who had to do the work without it. Our founder, Chuck Hodge, is one of them — and he’d be the first to say it took a good deal more than him.

What This Is

The evidence, not the verdict.

Intelligent Win tells you who you’re up against, who they sell to, and what they’ve actually done — from the federal record, evidence first.

Assembling the record is the product. Pull one thread and the whole picture moves: a company — what it does, who pays it, what it’s won, who runs it, where it’s headed. The office behind it — who really wins there, how it buys, how hard the competition runs, and who to call. The contract itself — every modification, in order, start to now. The services market, ranked on funded dollars, not press releases. And your own corner of it — the companies you’re watching, the contracts you’re pursuing, notes only you can see.

What you do with it is the part we stay out of.

We aggregate, compile, calculate, and clearly show the evidence and you draw the conclusion. We don’t score a company, we don’t rate anyone’s odds of winning, and we don’t tell you a company is anything other than the data. We are honest, and what we cannot clearly map to data is not included.

How We Handle Data

The discipline behind the numbers.

Everything here is built on the public federal record — the same records anyone can pull from USASpending, FPDS, SAM.gov, and GSA eLibrary. What we’ve added is the assembly and the checking. Here is exactly what that means, because if you’re going to make pursuit decisions on it, you should know what it is and what it isn’t.

·Refreshed monthly, and we say so. The federal record is a snapshot here, not a live feed. An award filed last week shows up on the next refresh, not tonight. We’d rather tell you the vintage than imply a currency we don’t have.
·Reconciled before it’s published. Each refresh is compared against USASpending’s own published totals before anything downstream is rebuilt. If the two diverge materially, the refresh stops and nothing publishes until we know why. We’ve also reconciled individual contracts line by line, modification by modification, against the government’s public API — and matched to within about a dollar.
·Evidence gets a rung, not the benefit of the doubt. Capability evidence follows an honesty ladder: demonstrated, contracted, coded, or not yet shown. A company doesn’t get credit for a capability because it sounds plausible. It gets the rung the record actually supports.
·A card with no trustworthy data is left off the page. Not zeroed out, not padded with a placeholder that looks like data. If we can’t stand behind it, it isn’t there — and where a company’s federal footprint is genuinely thin, we say that’s what you’re looking at rather than letting a sparse page imply a small company.
·We show certifications. We don’t make the call. SAM self-certifications and the government’s own per-award size determinations are shown as attributed evidence, cited to where they came from. We don’t tell you a company is small. That’s a call with legal weight, and it’s yours to make.
·AI writes prose. It never writes numbers. Where we summarize a company’s profile or trajectory, that’s guided synthesis — our own methodology on top of the federal record, with AI doing the writing. The dates, dollars, and counts are sourced data, not model output. It’s worth a second look before it goes into a pursuit decision.

Some profile detail — a company’s website, an operating name it goes by, leadership records — comes from beyond the award data. It’s there to help you identify the company you’re actually looking at, and it never changes a dollar figure or a count.

Where This Goes

We’d rather ship it than promise it.

There’s a steady stream of new work — more vehicle lenses as rosters load, deeper customer and contract intelligence, and the workflow pieces capture teams keep asking us for. We don’t publish dates for any of it, and you won’t find a feature listed on this site before it’s live. When something ships, it shows up here as shipped. Until then it isn’t here at all.
